when you dont have megahex paper, just normal hex paper...

how do you count hexes for missile shots? megahexes are 3 accross, but the 
shooter and the target may be in any of the 3 hexes in the mega hex.

Whats the formula? 1-9 hexes -0 dex, 10-15hexes -1... blahblah?

can some one help me out here?
