If a wizard has to "waste" time training an apprentice, he probably wouldn't have one in the first place....

All that really matters is how much time does a wizard have to waste
on training apprentices.  If teaching apprentices so that they learn
at the "apprentice rate" specified on AW p.10 takes the wizard no
appreciable time, then it's not an issue.
