Veteran carry lots of baggage with them and if players want minor skills
they have to buy one of the packages. I like to think each talent is a
significant portion of a persons life and even my players didn't care
for the GURPS effect of too many damn talents or skills per character.
It makes the characters less unique and valuable. These 1/4 and 1/2
point skills are one of the things that turned me off of GURPS. Feel
free to run them in your campaign though.

I agree completely. What a waste of time! And it adds absolutely nothing to
role-playing. 

I like the idea that characters have to specialize in TFT. In GURPS it was
always pretty easy to replace someone with a half-point skill. In TFT the
characters truly need each other because of the specialization.

But should TFT have an ability to have 'lesser' talents and skills?  Sure,
why not?

The rule(s) I use in my campaign is that any talent can be studied for 1/4
IQ point and has a half saving roll. Or full saving roll if they are
'trivial' skills. Also you can buy talents for half the normal cost if they
are rated at half IQ cost.
