I fudge it as follows to create some diversity in
spells:
I pick half to two-thirds of the spells myself based
on what I'd take if it was my character and depending
upon whether or not the mage is a "combat" mage or
more "knowledge" oriented, or specializes in a particular
field of magic based on current plot role assigned him.

The remaining 1/3 to half of his spells I roll for
randomly; say a d4 to choose between IQ levels(say 10-13)
and then a d20 roll for the actual spell, ignoring any
results too high. I always give npc mages detect magic,
aid, and the staff spell for starters so if the npc only
has an IQ of 13 it's:
3 pts- detect/aid/staff
5 pts- choose spells
5 pts- randomly chosen w/d6 roll for IQ from 8,9,10,11,12,13
and then a d20(or d12) roll for the actual spell.

Anyone else got a system to share with us?
