Ok, I said I was done, but I can answer this one (and it's about Traveller,
not D&D)!

But, a former marine *can* get a Scout ship.  All he needs is 23.5 million
credits (at least, that's the number I remember for a scout ship.  I could
be wrong.  18 million also comes to mind...).  Or, if the Referee is 
willing, he can find a used one for usually about 10 million credits.
He can also steal one, charter one, or connive someone into giving him
one.  There are *no* rules *anywhere* that restrict him from owning one.

Careers in Classic Traveller only restrict what skills, items, and ca$h
a character starts with.  They are free to gain anything they want during
play.  The rules prohibit nothing beyond character generation.
