(TFT) Frozen Fliers

Freeze 'stops all actions, stiffens body'.  It's not a levitate spell. 
So the dragon falls.

BUT, he doubtless was maneuvering _somehow_ when the spell was cast, so
isn't some degree of molotail-like scatter called for in the case of
hovering fliers, or some gliding in the case of swoopers?  (Then again,
a fighting man doesn't fall over when Freeze-ed, so the same grace may
apply to the hovering dragon, allowing it (the GM?) to declare it's
hover to have been perfect.)
