I like this.  I wouldn't increase the ability to be hit, though, because
this is up to the shooter's abilities (unless Maintain Option acts like a
suction).  Perhaps +2 to physical attacks would be alright as the
Maintain Option probably has you ignoring most other actions.

I like the idea of "colleges" via DragonQuest or Chivlary and Sorcery. 
Even in a campaign that plays "colleges", one does not have to be of a
college to learn his spells. Hail Melee-John Paul
