It seems to me that the special rules for animals and illusions could come into play here. Recall that typical creatures with an IQ below 7 get an automatic 'disbelieve' attempt as a group when encountering an illusion. This is instinctive; they do not take separate actions to disbelieve in the way that humans do. The number they roll against is quite low (six? five? NRBH) but is dictated by their nature. It could well be that the nature of a divine being is such that they automatically disbelieve, especially regarding illusions of things they have the power to create.
