Just out of curiosity here:
How many TFT players know of or actually have a PC wizard
capable of creating magic items ?  If you do have such a
'high level' wizard, did they start as a 32 point character
and work their way up?

I have had eight players get weapon/armour enchantment, and one get lesser magic item creation. He was the mac daddy of them all. A wizard of IQ 21 who grew up from a 32 point character. One of the longest played, longest surviving characters ever he had DX 16 and a massive ST 13. He did dabble in gates but he never did made any lesser magic items. He mostly sold item enchantment books to the guild.

TFT Game Masters, do you have Wizards Guilds churning out
powerful magic items to order ?

Only in war time economy when all availiable wizards a drafted for work in the lab. One notable example of this was "The Hall of Elven Magic." Items had to be paid for in advance, there was an additional ten percent charge to cover the cost of weeks where they failed there DX roll, and work wouldn't start for 2-12 weeks. Characters had to list an heir, incase the item was completed after they died. All components had to be provied, though with the Alchemist guild accross the street that was usually a matter of money. And the Hall would "Test" the item for a week before releasing it.

For a nominal fee of ten percent the total cost of an item a character could rent it to "Test" for a day. To see if they may like to order one of their own. Over due items are tracked down with a crystal ball within minutes of the deadline.
