My inclination would be not to allow bows to give a damage bonus, only a Dx 
bonus. Arrows, otoh, should be available in fine and very fine versions all the 
way up to +2 damage/+1 Dx. 

If you wanted to be grudging about it, you could rule that a fine (Dx bonus) 
arrow only gets the +1 Dx bonus if loosed from a fine bow. If you wanted to be 
generous, you could allow the bonuses to stack: Up to a maximum of +2 Dx, +2 
damage total for a very fine arrow from a fine bow. 

Another alternative would be to allow "expert" bows that gain a +1 or +2 
damage bonus but have a -1 or -2 Dx penalty - They're more efficient, but crankier 
to shoot, less forgiving of errors on the part of the archer. (And then you 
could go the other way as well: "Forgiving" bows that have -1 or -2 damage, but 
+1 or +2 Dx)
