Pure and total fantasy. The setting includes a completely
created-from-scratch array of "natural" monsters and a variety of
effected human cultures (diseased, mainly, but also simply radical).

And the no-magic rule does not exclude mysticism or crafts. 

It's wonderful. The diversity is as broad as in any mainstream fantasy
setting.
