DMG, I think Mark's intention was that the
victim/user/target of the potion/gas be forced to be
truthful, not omniscient.  That is, the user will tell
the facts as they know them, pertaining to the
questions asked, not that the user is gifted with any
second sight.

But Mark, as to why this doesn't already exist...

Because Telepathy is cheaper.  :)
