When something like this happened, the goblin rabble fled (morale issues) but they would have been equally iffy if someone started tossing lightning bolts. The first time the party ran into a serious mage with the warning to get Return Missiles going, there was a player fatality. After that, the bratty 12 year old with the slingshot got *real* popular, and the optional "delay action" rule was heavily implemented. And the few sticks of dynamite available were thrown to an area, not at an individual.
