Hi Leo,
   Using my superscript rules, you could give 
him a negative superscript.  Then he would have
a good chance of hitting but attack after other
people.

  I sometimes give the superscript speed 
adjustments to races (e.g. to mummies and other
undead) but there is no reason negative 
adjustments could not be given to individuals.
