   Using the existing rules, as published, a person may try to initiate HTH
during movement regardless of their DX or who goes first.  So it is still
possible to use HTH as the `last ditch effort.`  But for a figure who is
knocked down by damage taken in one turn . . .  Who may further be subject to
forced retreats if they were knocked down before their action, or didn't
damage their oppoenent . . . is in no position to force HTH onto their
attacker.  Further these rules for the players.  Why would you want to remove
their ability to completely dominate and opponent.
