  How about
 
2d weapon armor enchantment takes 4 weeks
3d weapon armor enchantment takes 2 weeks
4d weapon armor enchantment takes 1 week
 
17d weapon armor enchantment takes 2 turns
 
But of course that goes completely against the enchantment rules, as nothing can be enchanted quicker.  Just longer with fewer wizards.  Unless by maximum effort you did mean in half the time, or double-speed actions.
