I think these are all clear following the "what makes sense" system, not dynamic versus static:

Example 1: Obviously it can't improve your speed with a thrown spear, to change your mind about charging first. Thrown spear would happen in the usual sequence for DX, without the length of the spear having any effect.

Example 2: Again, changing one's mind about using the length of a pole weapon obviously forfeits the advantage of the pole weapon's length for purposes of the sequence of the new action. So the DX 13 swordsman gets to change his action his action and attack before the DX 10 spearman's action, whatever that is.

Example 3: The +4 DX adjustment for attacking a lying target is about accuracy, not speed. It's +4 to-hit if you choose such a target, but it doesn't speed up your action sequence.

Example 4: Similarly, Blur gives a DX adjustment to hit, but doesn't affect the speed/sequence when figures take their actions.
