I would play this with the center being the shooter, caster, etc. The fixed
mega-hex concept is one of convenience for the original Melee map
(simplicity vs accuracy). To make it easier to calculate megahex distances
this way, we had an overhead transparency film with only the megahexes
outlined on it from a center hex, and would slide it under the figures with
the center being the caster/shooter/etc. (It's admittedly not so easy if
there are many figures or if you use chits).
