I use "Fame, Fortune, & Happiness" as a metric here.
The idea is that the "Unit" of people your considering have a
"motivation" that can be represented in how the Unit gains
exp/promotions etc.

Let's let the players be "gods".

To do this the "game" needs to be a "sandbox" that allows fellows (we
are created in... something image) to try "natzi" BS tactics in a
Civ-style conquest as well as the other extreme of the benevolent
dictator... stupid-not-words-drunk-you-should-hide-boy-person...
Look at me gov-ass's (?)
