things like Illusory Scouts because there is no victim."

I've been working with a kind of 'forces + effects' concept that lets a
wizard learn certain certain 'forms' as their Spells/Talents.
I define Talent point cost as units of time required to study/practice in
order to maintain
It's built to progress (research) something like the tech tree in Civ and
is tied to the kingdoms tech level.
>From the TFT Spell List Staff would be an early "spell" along the magic
item creation branch while magic fist might be on the force branch.
Of course many TFT Spells are already combinations of more fundamental
elements, something like Magic Fist might be something  like a force
component Lock/Knock 'ed to a material component that the wizard throws.
Illusion seems to fall into the control person form.
An Image is a pretty complex spell by this method having quite a few
elements involved.

For Cidri it's;
1 in 50 with some magic ability, I call it able to cast the Aid spell
1 in 300 with full magic ability

I also use a 90% peasant ratio.

This is interesting as access to peasants with magical abilities implies
both a method of finding them (Willow test? exam?) and social mobility for
peasants with full ability (mudbloods?) or possible peasants used as
apprentices with the capacity for full spell use but forbidden by law
access to any but Aid.
In the Easter Island stuff I'm letting the Moai serve as ST batteries.
Best not to attack a magic user in their own village there or at least
fetch lots of help.
