I might base it on IQ, for a start, but then having it decrease somewhat
as fatigue is to ST -- that is, you still operatre spells/talents as if
you had your normal IQ. If you're going all CoC, it never returns...

Maybe a rule something like if your fIQ gets to 0, you do permanently lose
a point of IQ, but your fIQ goes back to your IQ, or something (I'm just
making this up...)
