I think a nest campaign would be to try to get the party to negotiate with
the Orcs to take out slaver ships. The ultimate goal would be to get the
orcs doing enough business redeeming slavers for cash and prizes that they
cease (or at least slow down) their pirate raids.

If you want more, make it so that the campaign kingom in general really
wouldn't like to find out that their government is dealing with the orcs
in any manner.

Kind of Iran/Contra with orcs and slavers.
