I did something similar to that before I ever ran across Starfire.  I 
used Stellar Conquest for the strategic portion (with a few mods) and WarpW
ar for the tactical fights, with Ogre for the ground battles.  We had 
a lot of fun with that, back around 1978 (my senior year in High School).
I wish I still had the rules we cobbled together for that.

Starfire for the win!

I still love that first edition. Custom design an entire fleet from the
ground up in less than an hour and play an entire series of battles over
the course of a few hours. Speaking of campaigns I always wanted to do a
Galactic Conquest Campaign where the space battles were fought using
Starfie and subsequent ground battles fought using Ogre. Ah, good times!
