  There's a generally similar creature of this name in the old AD&D 
MM2 (and I assume there's some second edition version), but the 
specifics of the background and the idea of basing the stats on 
those of the other  giant races are new.  (IIRC, in D&D Fomorians
are basically their own race.)  And while I was at it, it also 
seemed logical to fold D&D's other deformed giantish thing (Ettins)
into the same background.

However, I believe the name Fomorian really originates in Celtic 
folklore...some sort of the unseelie faerie creature, or perhaps
a general term for all such nasties.  I don't really know; my
guys are inspired by the MM2 Fomorians.

Oh, and I forgot to add that Fomorians who lose DX from the 
transformation lose the ability to throw rocks (their arms 
have become bandy or stubby or suchlike).
