HTH is somewhat abstract here. I think the "drop all weapons but dagger"
rule is meant to reflect the _good idea_ of dropping them so you can fight
better. In real life, as I understand it, the short sword was designed to
be used in both HTH and shield fighting. If you can hug the target, and
place the sword point on it at a 90 degree angle, then it is a short sword.
That is about 2 feet. This is still a little bit more awkward than a dagger.

An understanding GM could let swords be used in HTH with a minus to hit
according to excess length. I would rate _all_ of them at only dagger
damage, because you can't swing freely. Maybe minus one damage. If the
monster can only be killed by magic weapons, and the only one you have
is a sword you will want to use it, even with the minuses.
