In regards to number #3. I like that idea.

I would invision a core set of rules neccessary for game play. With all 
current rule varients being written as optional/supplemental. Some written 
into the main rules book, others released as supplements.

       Character generation Type I, Type II, etc...
       Death and Dying, optional bleeding rule....
       GuildHouse Rules Supplement for TFT....

I think the list agrees on the most important fundamentals:
A system that is uncomplicated and "doesn't get in your way".
