As far as game stats is concerned, the clerk and robber probably both had Dex's from 9 to 11, and no Pistol skill, so they were both shooting at -4 Dex. Also from your description they both dodged after the first shot, while rapid firing, something I would give serious negatives to hit. Unless either one of them rolled a critical hit, no one would likely get hit in such an encounter.
Another thing I do when doing gun combat in TFT is give minuses to characters who haven't seen combat. They are more likely to flinch when under fire themselves, and hesitate to pull the trigger when they have the opportunity. The Talents Warrior and Veteran get the bonus of allowing the character to be collected and cool in combat, and therefore enables the character to be in combat without minuses. There have been several players in my higher tech games who didn't take these talents, and later wished they did. For them the solution was to buy one when they acheived enough Experience.
OK, now I really mean it. I'm getting my GURPS: Old West book out and starting to make some notes, you guys have really done it now! ;-)
