It would seem that 'Shatter Weapon' would be most useful to put on armor or
shields...
(At least then, you know when it's been hit). And it probably should work
under the normal rules for Break Weapon (i.e. convert to Drop Weapon, etc.)

Should definitely not work just by missing a blow in melee, but probably
should work when defending (not dodging, even vs. missle weapons). But I
wonder if the Quarterstaff rules are general enough for this (I'm pretty
sure the whole strike at the weapon thing is only there).
