Yes - agree. Have been in campaigns where there was a flat veto in the
beginning when everyone started as a 32pt character. Both another campaign
and later mine had large world-map with a safe 'peninsula' which was fairly
quiet and settled. The beginning few adventures were in this area and it was
expalined that big giants or reptile man would have scared the heck out of
the locals so were out of bounds until the party ventured further into the
world at large.
