Stan,
   I've seen this method used, and I think it's quite cool.  I've never 
seen anyone actually do it, but I am struck by the fact that a GM could 
amass quite a collection of full color settings, to place under the clear 
hex overlay.  A portfolio of ships, buildings, and ruins.  Something players 
are very impressed by.
