Maybe if the culture is focussed on maximizing its military efficiency.
Otherwise, I would expect wizards to tend to want to avoid being used as
military tools. And they tend to be smart and capable and organized into
guilds, etc. Many specialists are useful to militaries, but rarely do
militaries have the luxury of getting their share of the population's
specialists, or the best specialists, enlisted to serve them.
