More precisely, Heroes get a number of points worth of talents, spells, and 
languages equal to twice their IQ (with spells costing them 4 pts each). 
Wizards get a number of points worth of talents etc. equal to their IQ (with spells 
at 1 pts each). 

In addition, talents cost double for wizards unless the wizard has an IQ 
that's 6 points higher than the minimum required, or unless the talent is one 
described as having the same cost for wizards & non-wizards (e.g. the classic 
Literacy talent).

Mundane characters (which btw include Lord Richard Drunken-Sot, as well as 
Joe Peasant, Jane Goodwife and Tom the common thug) get talents etc. equal to 
their IQ scores, and also pay 4 pts each for spells.
