(TFT) Avert spell

Todd has it correct. Avert is cast as a thrown spell on a victim, not the
spellcaster, as the spell states. We play it that they have to move as far
as they can up to two hexes more each turn it is powered from the caster.
This counts as their movement (they could move more if they want as long as
they end up at least two hexes farther away) so that the victim could
perform no action that requires a movement of only one hex, such as casting
a spell or firing a bow, etc.
