I'd say never, but without the "terrible...". Enchantment is keyed to the living being (or ring, or whatever) it was cast upon. Else what happens if you melt a magic ring, and pour the material into two molds? It was never "broken"...
There is precedent for many of these suggestions, though. There are some *great* stories based on inherited enchantments.
