Yep. Seems to me that's pretty clear if you study the description of the sequence of play and options, that the option is or can be declared during Movement, and can be changed later within the limits of what's allowed by the options. See for example Advanced Melee page 4: Changing Options, or in Melee, the example with Flavius and Wulf. Wulf has lower DX than Flavius but uses both Dodge and Defend against him on different turns, in two of the few situations where it actually makes sense to do so in a one-on-one fight (i.e. you can't fight back due to range or low DX from injury).
