Maybe have a series of spells with various prerequisites for each element (similar to what you mentioned), and when a character learned a certain number of spells on a particular prereq tree (i.e. related to the same element), they get +1 DX when casting those spells, or pay one less ST, or they can choose between those two options. Hmm... I like it!
Someone proposed a similar idea with weapon skills, involving "levels" that could be used to give various types of bonuses. Sort of a nice parallel to that idea, for the Muggles in your campaign.
