You can never prepare for all eventualities (nor can any rule system that is playable) and, IMO, you should not try. You should be fluid and adjust to what the players bring to the table and deal with the newas it occurs, espeically when they think of things not covered by the rules or the setting or whatever.
Hey! Something we agree on!The characters aren't always going to do what the GM wants. If they did, then it's just a bunch of die rolling, and not role playing. And TFT is a very good system for doing rules on the fly. Pick a stat and a number of dice. Adjust for relevent skills and/or difficulty, and you're set. The only thing that needs to happen is that it needs to be clear that the GM can modify this sort of ad hoc rule in other circumstances. That means that while you can't count on the rule staying the same, you can probably figure out about how hard something is to do the next time around.
