I know what you mean, but my players aren't smart enough to figure
that one out/ they enjoy the adventuring life style/ they are playing
characters that couldn't really get that high in society (they are low
born in a world run by aristocrats, they are pirates and have no power
that supports them, etc).
Point is: if they are just high attribute, that means they are just
harder to kill. If they also have power, then you have a new issue (as
you pointed out): the game becomes one of strategy and politics. Who
can lead their kingdom/criminial empire/pirate boat to victory? Its
not gonna be often that you can throw a few 32 pointers at them, but
you can see whose army wins... and if yours loses, then it doesn't
matter how high attribute you are, cause they outnumber you hundreds
to 1.

a disgruntled former associate hiring a tavern thug to bring back
the head for a few silver, think more along the line of a
disgruntled former associate king sending an army as a matter of
policy.
At higher levels of temporal power, it's about the politics, not so
much about personal revenge. Sure, if you're dumb enough to expose
yourself, you'll get killed easily. But if you don't, then taking
down your organization is as good a result.
