  Thanks for the link.  Yes, if you go to Mars at 
a period of solar maximum, the cosmic rays are 
slightly attenuated.  But then you have the much
higher chance of getting more radiation from a 
big solar flare.  

  My understanding is that your better off going 
at a solar minimum.  But in either case, the 
radiation is not that bad.  (About equal to the
lifetime exposure of an commercial jet pilot if I 
remember correctly.)
