Another reasonable nerf would be to say that it gives you enough EP to gain +1, for a 32-point character. Since EP needed goes up on a curve, this would remove the job track to ultimate ability. It might still be too high though, if the theory was really that this or its statistical equal was to be done for all NPC's.

Also, it leads to weird interpretations of the stats that says that  
people with stat totals in the 40's are common.
