Sure, I understand.
 
I was pushing those questions in David O. Miller's
direction some, since he was pretty outspoken about his style of TFT play.
And, since he discards quite a bit of material from In the Labyrinth in play.

In the about the 10 or so TFT games I played in or GMed it
varied widely.
Option 1 - Player equipment entirely determined by GM.
Option 2
- Fixed cash per player.
Option 3 - Based on social status/skills

Depends on
what your doing!
