Okay, so Civilization is good for providing a rough "working" model of
a "planet" for stuff like economics, and theaters of war but Keith
Gross had Invasion of the Air-Eaters out in '79 with tech research,
resources, politics and unit production on a global scale so I'll use
it for the planetary level and only introduce Civ stuff as it seems
entertaining... unit promotion springs to mind.
Keeping it "in house" so to speak.
