Now Warp War isn't very specific about it's scale.
It does say "... WarpWar simulates a hypothetical future where time
for flights between stars are huge... but ends in brief but violent
combat. Warp-ships can enter stressed space channels ("warplines")
between stars for nearly instantaneous travel. Nevertheless, wars
among the stars last so long that huge advances are made in
technology. ..."
So I use this.

IV Movement b Star Travel occurs over a duration of roughly a third of
a Solar-year per turn (~100 days).
     a; Orders (XV) Players write destination System and PD
expenditure for each Warp-ship for the turn. If Combat occurs
additional Orders are written (see Vb).
     b; Phases (XVI) A Star Travel turn has a number of Phases equal
to the turn length divided by the maximum Drive rating in play. Each
Warp-ship divides expended PD by the number of Phases, rounding up for
fractions, to determine MA per Phase. Warp-ship's can not exceed
expended PD with MA in a full turn expending any remaining PD as MA on
the last available Phase.

Example: In a scenario with a maximum Drive rating of 4 a Warp-ship
allots 10PD to Star Travel in the current turn resulting in 3MA per
Phase for the first 3 Phases of the turn and 1MA on the final Phase of
the turn. Had the ship allocated 9PD it would not have moved at all in
Phase 4.

The idea is to allow some "room" for technology to kick-in with the
Phase breakdown.
It's an attempt to address some of the issues Rick mentions in his review.
But a whole bunch of the "flavor" of the game-world depends on all the
players seeing the map in mostly the same manner, at least in scale.
What do you guys think about the scale?
Is a very rough estimate of 100 days per light-year or a year per 4
light-years reasonable?
Is that in the realm of how y'all see it?
