My thoughts on NPC levels:
The rules say fairly clearly that when you encounter a group of enemy
soldiers they will mostly be 32 with an occasional leader who is better. So
32 is an ordinary soldier - not an especially experienced or inexperienced
one but an average one.
Remember that a single point change in TFT has a substantial effect on a
character's capability. An 11-10-8 fighter deals out maybe 30% as much
damage as a 13-12-8 fighter (assuming some chance of armour and taking into
account the hit first advantage of higher DX). Maybe the experienced
fighter could have a 50-50 chance, or better, against two of the beginners,
which seems a ratio that describes a substantial experience gulf. The
advantage gets stronger if IQ is made useful for fighters visa house rules
and talents. So the spread of point values for ordinary fighters only needs
to be, say, 29 to 34 to get a believable range of capabilities.
The rate of improvement with experience is also stronger for wizards,
mostly because they have three attributes to raise and so go up like a cube
instead of a square. Sort of.
I like to think that a realistic group would consist of some green recruits
on, say, 29 or 30 points and some experts on up to 34. If you're making
index cards for soldiers, that might be a reasonable mix.
A 32 point PC is presumably a little more talented and a little less
experienced than it's NPC equivalent. But still, not necessarily fresh out
of school.
