Just where do you think your going to get this poison from anyway?
Yeah sometimes the stuff just may grow on trees but which ones and in what
form and where?
Capital-city of a middlin empire might have a little of some kind already
produced floating around and maybe the empires 2nd-city but where are you
going to go to inquire after something like that?
...
Of course the Town Counsel must meet to handle business under its powers
and obligations through its Charter and a Counsel vote to legalize it could
be effective in getting some product "on the shelves" as far as listing the
stuff on the towns Item List.
New Follower or bribe sitting Counsel members, try to gain electoral
support, buy a "new" seat from the towns "lord", or maybe try and stir up
some discontent and maybe a revolution... or something else I guess...
can't plan for everything.

The Dark Lord is a concept that "agitates" players that start "camping".
With a business, building and political system players can quit paying
attention to the game-world as a whole without some Middle Earth-like "age
ending" events going on.
Apart from unsocial insanity pretty much anything you do is in some level
or form of competition or at least comparison with other peoples stuff.
The Dark Lord is competition for whatever the players are doing.
I consider this inevitable but took to calling it the Dark Lord due to
typical player reaction to competition.
Of course if the players were running around like saints selflessly helping
the peasants and tirelessly striving to improve their environment for the
benefit of everybody the it really would be the "Dark Lord" against them
but a group of cutthroat sociopaths make their own Dark Lords with little
input needed from the likes of the g.o.d.
