As a rule of thumb, I think I set the limit to a total of seven -- one in the hex originally, and one from each hexside thereafter (six more).  Multi-hex characters counted as the same number of characters as they had hexes -- thus up to two giants could attack one individual.  For seven-hex creatures, the rule was no more than one at a time (unless two were engaging each other).  I don't think the mechanic ever really got exercised after the incident which caused me to make the ruling in the first place...
