I just wrote a long discussion of why I put that in there, but the
more I wrote, the more I seemed to be leaning toward your point of
view!  :)  So, what about this?  Mage Sight can either 1) extend
your LOS through FOG (ie, you see twice as far), 2) reduces your
DX penalty for firing through FOG or 3) both (1) and (2).  There
seems to be some basis for (2) as Mage Sight negates the defensive
bonuses conferred by BLUR, INVISIBILITY or SHADOW.

I didnt want the Fog spell to be a 1-hex, 3-hex or 7-hex creation
that appears instantaneously - that would seem to be more in line
with some kind of a SMOKE spell where smoke billows forth from the
wizard's hands (or staff) until it fills the appropriate number of
hexes.

I envisioned Fog to be of more use as a battle spell as a cheap 
way to hide your numbers from your opponent, allow you to maneuver
in secret, etc.  That's why it takes so long to form.  (Note that
the basic ingredients have to be present, GMs might want to impose 
a heavy DX penalty for a wizard who wants to create fog in the 
desert during the afternoon. It might, however, be possible to 
create a sandstorm or dust cloud with similiar effects).
