Time Lord*, the 2nd ed Dr. Who RPG, had no rules for character creation
(you were assumed to be playing either a character from the show or an
approximation of yourself).  There *were* rules for combat... however,
there were no rules for character advancement/improvement.

*Not to be confused with BTRC's Timelords, a somewhat complex but
generally very well thought-out RPG.
