VERY nice job! Excellent job at making this rule more clear and unambiguous
and at the same time 'broadening' it so that it gives a little more logical
results and can't get twisted around by munchkins using it to get rid of
cursed items! Excellent work.

A couple of notes. 
I would change the term "Activation Points" to something else. It's a
little confusing. In the context of a game, I keep looking to add up the
points, and that's not really right. Maybe Activation Ritual? 

You have not technically defined what being "equipped" is.. and this would
be improved by a technical description of this term.

Otherwise an excellent job I'd like to add to my magic rules (when I get
around to writing them!)
