  WTH is that you ask?  The "P" is a person.  Each number is 1,000 
kilometers of earth.  The 0 is the center.  Here is the same thing in 2 
dimensions and scaled up. It's a little skewed cause letter are taller than 
they are wide.

 I don't know if that is any clearer.  The "P" is a person standing on the 
equator, at 6,000 km from the center, and experiencing 1g of pull by the 
planet.

   Someone raises their hand and asks the obvious, "And how is that any 
clearer?"  I'm glad you asked.  In all versions above a zero (0) represents 
the center point for 1g of attraction due to mass.  By using a gravity 
corona this center point becomes a sphere that matter clusters around.  The 
gravity experienced by a person is a result of their distance from the zero 
(0) center.
   So in answer to your question, a person (P) standing inside or outside 
will be 6km from the center and feel equal gravity.  The interesting thing 
about the subtractive nature of an anti-grav center is that a person will 
feel attracted to which ever center point (0) they are closest too.  Here 
are the 1 dimensional graphs side by side.

  And on that journey to the surface from inside?  The gravity will become 
much much stronger as they near the zero (0) and then get weaker as they 
near the outside surface.
